I raised many garters and always found that a glass water bowl works best because they can see the fish swimming around in it. Garters are really pigs. If you let them get really hungry, say skip two or three meals and then place a pinky mouse in with them, they will usually take it immediately. And then you have taken a big step toward switching them to mice!
