have you thought about trying him on fish? i bet he would go for that as much as he does the earthworms. try mixing the diet up a little. a word of caution: Garters love worms, but they can't get the proper nutrition on worms alone. you might already be aware of this. try giving him some live goldfish or minnows...fairly big ones because it sounds like he's close to adult size. feeder fish are pretty cheap. it's better to feed whole, live fish rather than pieces of fish. they need the calcium from the bone. you can feed them just fish meat, but you'll need to give them a vitamin supplement. the thing about worms is if that's all they eat, they can get rickets. i'm not trying to scare you, but that can happen. i think one snake i had as a kid suffered from this. it went into convulsions. i didn't know any better. oh! another thing...what kind of bedding do you have him on? whatever you do, don't use pine or cedar bedding. both are toxic and could kill the snake. i use aspen. well, just thought i'd try and help. is this your first snake? you probably already know everything i just talked about. i wish you luck and i'd like to see some pics!
