What federal permit would be required? I wrote them and they said there was no federal requirements other than following state laws. I wrote them and they said that garters were unregulated.
There is a stupid federal law that makes it a felony to violate a state wildlife law. But that is silly. Say you live on the border and catch an undersized fish in the next state over but don't realize it's a tiny bit to small. Then you drive home. Whereas it was some minor offense once you cross the state line you are a felon. This is just plain stupid. No wonder these guys have to carry guns. They have to enforce some of the stupidest laws on the books.
Charging you for each state line crossed also sounds ridiculous. I assume that the snakes were shipped by air. Those guys usually have a central hub. So if you go from say NY to Florida it might first go to somewhere in the midwest first. How the heck are you suppose to know what state lines will be flown over? Even if by ground the local laws shouldn't count on intervening states since they have no jurisdiction over interstate trade.
