Here's a rule of thumb you can try for minimum size cages -- a floor area equal to that of a cage 1/2 as long as the snake's length, 1/4 as wide as the snake's length, and 1/4 as high as the snake's length. Add 25% floor area for each additional garter. At least this is a starting point for discussion. 8-) Garters are fairly active, so it wouldn't hurt to give them a bigger cage than this.
Also remember that garters can be messy compared to some other species. And a crowded, dirty cage is a breeding ground for disease. I probably wouldn't go over four snakes per cage, and fewer if one or more of the snakes did poorly in a group.
