Bad sheds - I think!!!

Hi there, I think my checkered garter is having bad sheds but I'm not sure. He's just started eating again after the winter and I have noticed that his belly has brown markings on the scales which are quite rough to the touch. I am just wondering if anybody thinks this might be something else??? He is about 3 years old and is eating fine and not losing weight. Thanks.
