Um... what range maps are you looking at? Western Terrestrials are T. elegans terrestris, and only found on the west coast, while T. radix, the plains garter is only found east of the rockies (usually pretty far east...). If you are thinking wandering garters (T. elegans vagrans) or commons (T. sirtalis), I have not heard of any known intergrades. There have been a few suspected, but as far as I know it's been very rare and not at all certain.
