First off, is that an eastern garter? When somebody says "flame garter" they're usually referring to a particular morph of the eastern garter that has either a brilliant red or orange coloration on its sides and head. If it is a sirtalis sirtalis, then I guess technically it could be considered a flame garter, but a dull one at that.
