Your setup looks/sounds great. Dont worry about the lack of a heatpad, the frogs usually burrow to cool off anyway, and if there was a heat source under them, it would make that impossible. Tank is a nice big size, should do well for the frog for its entire life. I also like the water/stones idea, because the little horned frogs do have trouble getting in/out otherwise. Just make sure to change the water daily even if it look untouched, and I would just stick to a diet of maily crix with a few nightcrawlers or small earthworms from a non-pesticide-sprayed area. Here's a pic of Benne my adult albino, so you can see what yours will look like in a few years :)
