When to handle youngsters to keep them tame

I've got a 3.5mt old frillie (thanks James) that I've pretty much left alone besides changing it's water, misting it and hand feeding the occasional wax worm. He's now getting a bit jumpy and will frill when I go to hand feed him. Should I just let him be for the time being or should I up the handling of him to keep him tame? I don't want to stress him out, but do want to and plan on handling him alot in the future.
