Collecting in central california

I have decided this year to actually go field collecting in my area.I was wondering what kind of weather does it take for california kingsnakes and pacific gophersnakes to start coming out?Also I can't find any information on if it is legal to keep what you catch.I am in Auberry,CA just out of Fresno.Also any ideas on live snake traps(mouse baiting?)? Thanks for your help,Ryan
