For me, when there is a lack of production, it is almost ALWAYS the male that is the problem. Especially if there are multiple females - you would expect at least 1 of the 2 to get prego. However, you didn't mention the age or size. Are you sure that they are mature? If they were just weaned in March, could be that they are gravid right now, but just not showing - sometimes takes a while.
When I suspect a problem, I'll put two, three, or more males in the same cage as the females. Whomever is the most agressive, and begins attacking the other males gets to stay. The others are quickly pulled out before getting hurt. Usually gets them going.
