How old are they? How old were they when introduced (starting with big adults may take longer than starting with young ones)? How long have you had them together? Taking females that may have been bred and putting them in with another male may cause them to abort and eat or reabsorb their litters and 'start fresh' with the present male. I have also seen males to old (just about a year) and lazy to breed. You can usually wait a full two months if introducing adults. If you have a no go you should start again with younger rats. I would try what most call mediums. Ones you can tell still have growing to do.
