You don't need to buy 60 rats if you have enough lead time. You might be better served by setting up 2 or 3 groups, then select the most healthy offspring of the most productive moms. I wouldn't pick from the first litter. So, figuring 2 months for the first two litters, 3 months for the offspring to be old enough to breed, then another month for their litters, plus 1 more month just cause...6 months. You already would have culled the least productive. Also the fewer rats you start with, the less likely you are to import problems. Any medications or other treatments would have time to clear the animals.

P.S. I don't think you'll need quite that many breeders. I regularly get litters of 10 to 17. If you figure 12 as an average, 7 groups should do.
