I haven't ever kept a Coal Skink but I imagine it's requirements are similiar to Ground Skinks and Five-Lined Skinks which I have kept. I have used a converted aquarium and converted it to a woodland terrarium with plenty of soil and a few rocks and pieces of bark for the skinks to hide under. I used Pothos as plants since it is so easy to grow even from cuttings from hanging baskets. For water, a small shallow clay saucer will do nicely. Then if you want to give your skink some company, try 1 Green Anole, and maybe even a Green Treefrog. Don't forget to feed everybody and change the water regularly.
