Houston ban on large and venomous snakes

Has anyone else heard of the Houston City Council's ban on "wild animals"? It bans ownership by private individuals of all venomous snakes and snakes that can grow larger than 8 feet. There is a clause that allows for exceptions to be made with a permit from the health dept.. It was passed in 1999, but the first I time heard of it was at the Houston show this past weekend.
