It might be congenital, like a defect in just that snake. I've seen burms with one small eye. But, on the other hand, I had a horned viper come in with what I though was a retained eyecap. Soon afterwards the eye started bulging. She lost the eye and it turned out she had a massive infection and she died a month later. She was a figher, too, ate right up till the end.
