Currently, Texas does not require any special credentials for the keeping of venomous reptiles. Local municipalities, however, are quite another consideration. If you live within the limits of any properly organized city or town, those are the people you should contact. Most large cities in Texas have vaguely worded "exotic animal" ordinances that are very capriciously enforced (usually only if a neighbor turns you in!).

Just a suggestion: make absolutely sure that you are capable of caring for any venomous creature before acquiring it. A few more escapes of exotic venomous snakes could very easily result in the Texas legislature enacting restrictive laws.
