What options do I have for humidity?

I just got my wood cage for my WD. I wanted to know more about misting systems. How are they compared to just spraying twice a day? What do they cost? Should I get a waterfall? Do I need one? I have a 3x3x2 cage w/ a 15qt tub for him. My WD is a yearling.

I also have another problem. I'm using a 150w heat lamp and 18" 5.0 UVB lamp. The basking area is fine but the cool area is only 73 -75 degrees. Is that too cold for them? If yes, what can I do to make it a little warmer?
