need an ID on a snake i keep seeing

Once while i was on a weekend trip with the family in wichita falls, i saw a realy cool snake. It was about two feet long, as big around at its widest part as a pencil, and neon green with a yellow belly and a red toungue. The reason i ask is until lately it was the first i ever saw like it. But recently i found a smaller one one mile from my home in Azle. I picked it up looked and let it go, but what is it? Its a realy cool looking little herp. skinner
