Desert tortoises kept in Austin?

I am moving to Austin(from TX, but in TN right now), and would like to find out about keeping the Texas tortoise, or Desert tortoise. I know their care, but do not know if TX lets you keep them? Called the Fish and wildlife and they didn't know anything, weird. Does anyone know?
