:As Tom said, Massasuagas are endangered and protected in PA. Timber's require a Fishing license, you may only collect 1, and the season is mid-June to end of July. That's it!
:If he's got more than one and they're wild, you could report him to the Pa Fish & boat commission(or whatever they are now).
