As far as being localized, they are all just about on a lateral line along the sides, almost unnoticeable.
If it is blisters from being too damp, I'd be surprised, as only 1 wall of the box was actually damp, the rest being fairly dry, and the snake in its hide was in the dry area.
The bumps are all along the snake's length, not grouped together.
It doesn't LOOK like scale rot to me, but I guess its possible. What it looks like is tiny areas of maybe 3 or 4 scales that are slightly raised.
