shedding advice

My yearling male redback chuck seems to be having difficulty shedding, and I'm hoping somebody here may be able to offer me some kind of tip for helping him. His back is clearly in need of a shed, and has been opaque for at lest three weeks now. His legs, head, and tail already shed out, but the back shows no signs that it will go anytime soon. The situation does not seem to be causing him any obvious discomfort, although he did seem to enjoy soaking in some warm water. I guess I have a few questions, really:

1) Is this a problem, or is it pretty normal?
2) Is there anything I can do to help him shed?
