If the "lip" is white shed, it should fall away by itself. If the part hanging loose is actually the real lip check the inside along the gum. If it looks swollen, red, irritated and the cham can't close its mouth all the way (or even seems reluctant to eat) it could be an infection. You'll need to take him to a vet to check for stomatitis (mouthrot). Sometimes they get small cuts on their gum from insect legs. Don't wait too long...mouth infections can be difficult to treat.
