I set my lights on timers to keep a regular schedule, and shift them during the year to match seasons. UVB lights are on at least 12 hours daily. Basking spot cycle depends on the house temps. Yes, other room lights will affect your cham's ability to sleep. If your room lights are on late every night you could cover the front of the cage to block it. Chams don't sleep well if there are any visible lights.
