I have never bred chameleons before. In fact, I am fairly new to them. So, this are just some thoughts, and they are not based on personal experience, but rather just bits and pieces of things I have read.
I think you should purchase 2-4 small pothos plants, and put 1-2 in each enclosure. It looks like there are only fake plants for the babies, and not nearly enough of them. In the wild babies must fight for survival because they can be eaten by a number of things, including their parents. Not being able to hide enough may be stressing them out, and causing premature deaths. You should have to really SEARCH to find them in their tank, and this should be more comfortable for them. It will also help keep the humidity up between mistings. While adults are ok at 60%, I have read that babies need higher humidity. If it isn't humid enough, ,thier lungs can dry up and they die. Try some of these things, as well as making sure there are lots of spots to bask, and lots of food available. I think the plants will help a lot, and even if not, they won't hurt anything.
I'm very sorry for your loss! Go easy on yourself.. things like this can take YEARS to master, and everyone has to learn the hard way at times.
