garter snakes

What can I feed them they are about a foot to a foot and a half? I know feeder goldfish are what they eat but I put some minnows in the water will they eat this? is this ok? When I feed the snakes do I put the fish in the water or outside flopping around how large should the water bowl or fish bowl be? please help. The snakes were born in a tank but the mom was wild the guy who gave them to me caught the mom without knowing she was pregnat supposebly.
