Heat from Halogens?

Saw a 3-light halogen kit at Home Depot today. Was thinking that might be a neat way to light a snake cage if you were using something else for heat and not depending on your overhead lights to supply any. Does anyone know if these lights get too hot to the touch to safely use inside a cage? They were 20 watts each I think, circular, with a clear lens cover.
