Just some thoughts. Consider looking at heater grates at your local home improvement center. These are cheap and easy to install and you can adjust the opening to better regulate your ventilation. Also look at the 2' multiple tube fluorescent fixtures. These are pretty cheap and you can easily increase your potential UVB exposure with more than one tube.

Not sure how the flexwatt is going to work I've never used it with melamine. I'm not sure that it will provide much heat through the melamine if installed underneath and I don't quite see how you'll hide the wiring if you install it inside.

For latches consider the window locks like you would find on your house windows. Cheap, easy to install and they have a very positive locking action.

Not really trying to criticize your design, basically it looks good, these are thoughts that occurred to me while perusing your diagram. I build lots of things not just animal enclosures and I've ended up with lots of firewood instead of finished projects. It is nice to have second and third sets of eyes to spot potential problems. I'm sure that Chris Harper will be along eventually and he may have some other ideas as well. I think he has more experience with the flexwatt also.
