You really don't want something heavy like cement. What I have done is make a foam backing by using a sheet of foam and put broken pieces of more foam to give it an uneven rock appearance. I then use this stuff called Celluclay which you can buy at most craft stores or online. It is already colored light grey. It's basically paper mache. I then put a thin layer of prepared Celluclay over the foam covering it completely. You can make it smooth or leave a rough texture. After it dries completely you can paint it or leave it as is. I have some that I leave plain and some that I have painted with granite flex spray, also available at crafts stores. Once the paint is dry I use a non-toxic matte sealer. I usually give it a few coats. This makes it easy to clean and waterproof. It makes a light background.
