You need to use a temperature controller. The best controllers are proportional units. You can find them at Big Apple Herp. Less expensive manual control can be accomplished using an ordinary lamp dimmer.
Here is a pic of my wire rack that holds all sorts of sweater boxes for snakes. Notice the heat pads on the metal racks. They are all plugged into an outlet strip and controlled by a proportional controller.
