She very well could be nesting or digging test holes for when she actually is going to lay. Just let her go where she wants and she will know when she finds a good place to lay the eggs. After she lays you can either leave them be and let them hatch on there own, or you can gently dig them up and bring them inside so that nothing happens to them outside. If she does lay it will take around 60 days for the eggs to hatch. If you do bring them inside you will need to place them in a container and place them in a quit warm place such as the top of the refridgerator. Its also important that if you dig them up after she lays when you go to transfer them from dirt to container, you need to not shake them or rotate them. Try to place them in the exact same way as you found them.
