He might not be as active because of his size and age, but three-toeds I have found to be much less active then my ornates. Ornates are usually busy turtles and will stay above the surface, while three-toeds usually aren't as active and tend to hide more.
It could also be the aquarium thing the other posts where talking about. Boxies usually aren't that active in general when housed indoors and or in aquariums due to stress and housing conditions.
