:just take good care of her and be patient. The shell layers grow up from beneath each other over YEARS at adult sizes (and a threetoed at that size might not grow much more). A good pen with plenty of places to burrow might let her wear down the flakey loose stuff on her own over time and smooth the shell, but you will likely have a few years of patience and good caring to get her looking more normal, and she might never look completely normal again.
