Do you have full-spectrum fluorescent lights over the tank? If the tank is lit by only a red light, the lizard will be to stresed to feed. Also, I think regular incandescent lights are better for frilled lizards. The naturally bask in the sun, so full-spectrum light combined withan incandscent spot light would be the best way to go.

Secondly, what are your tempertures? Frilled lizards like temps between 80-85 in the cool end of the tank, 90-95 in the warm end. 75 degrees F or so is too low for these guys. You may need to measure and change tempertures. Of course, the animal may be in bad shape already. Did you get it from a pet shop? That could explain a lot. Is is emaciated? Are you handling it alot? Give me more info.
