If you ONLY moved the cage when empty and put it on a very stable flat surface, non tempered might be ok. But at that size it might crack if placed with sand on an aquarium stand. Substrate heaters can crack regular glass too, if you happen to use one. Tempered glass is a lot more expensive and a lot heavier, but it is a lot safer, and probably cheaper than having to make a new tank if this breaks.
