I posted almost the same question below (localities question). I didn't get any answers.
What I did is send the question to Dave Barker (VPI) and he sent me an e-mail back stating that in his experience he has seen absolutly NO difference in any of the baby balls from the different places. He thinks it's just advertising. I'll forward you his reply if you'd like to read it. : )

Personally, I just got 100 babies from Benin and most of them have already eaten for me, I've had them for only two days! So that shoots the "Ghana's eating better than Benin's) thing out of the water there. : )
