Well, I've never received thru paypal, but it might have something to do with the IRS law that with any "cash" purchases over $10,000 you must explain where the money came from.
Being a type of bank, and given the prices of some morphs, maybe they're keeping recipients from withdrawing the money(say, $12,000 for a piebald) until they've made sure the sender got it legally.
