Tortoise-keeping in tropical countries?

Any tortoise-keepers living in tropical Asia out there? I hail from S'pore and would like to know if hibernating species (Marginated, Hermann's, etc) can be kept here (humid conditions, temperatures ranging from 24 to 33 degrees C/75 to 91 degrees F).
