Leopard Tortoise

I have a year old leopard tortoise. I've noticed that when I take him outside he sometimes tries to eat tiny pebbles. Is this normal? I'm worried he's going to choke on one. Also how long will I have to keep him inside before he's large enough to fend for himself outside?
