You can't make an ultrasonic fogger. Well, I guess theoretically you could, but I'm sure that the parts would cost you more than buying one. The fog is created by the oscillation of a metal "tympanum" at an ultrasonic frequency to "atomize" droplets of water and send them into the air--thus creating fog. It has nothing to do with heat, and you should not use a steam humidifier or "warm mist" humidifier for a frog tank.
Ultrasonic humidifiers have these ultrasonic foggers as the heart of their system, and they use a fan to push the "fog" up out of the water reservoir. Search the forum, as there was a discussion between using a humidifier fogger system or building your own humidifier from a fogger and aquarium pump. Either way, it's going to cost you around $30-$35. That's really not that bad.

:I dont know how weasy it wouldbe to make one (though i am sure it is possible. The foggers have a hot plate and use ultrasonic vibrations to create the fog.
