Alligator lizard:cat chewed off it's tail.

I posted this in the new forums also.
I found an Southern alligator lizard on the side walk being eaten by a cat I scared the cat off and grabbed the poor lizard and took it home nearly all of it's tail is gone one stub is starting to deaden but farther up the tail I noticed the cat was trying to chew it off so it could swallow a big bite so all the scales are absent in a single ring all around the tail but it's still attached. all of this damage is still past the vent. Does anyone know:
1.Do A. Skinks regenerate their tails?
2.Should I cut the tail off at the ring because it seems if I don't if might become infected.
3.what should I use to clean and perhaps bandage the tail?
He's in a 5 gallon tank filled with paper towels and he's under them I'm going to give him some water after this post.
Can someone please help?
