Permit for House Snake

Hi I stay in Johannesburg southern part of Africa. I would like to know how do I get a permit to keep Broun house snakes... I was given two by a friend of mine that imagrated over seas... If anyone can help me out here please mail me... I would also like to know if you need a special permit to breed them.....
