Well , your newts may have a lung infection ,or respiratory problem , due to the low temperature in the water , what you need to do , is get a small heat pad fit to the size of the cage , and stick on the underside bottom of the cage and leave everything else as it is , and that should do the trick , keep the temperature at around 80 degrees , as newts are sensative to to much heat.
