it is worrying as where will it end ? where do you draw the line. after all horses are FAR more dangerous than even the biggest Python ! They cause more RTA's a year than motor cycles (AA statistics) and multiple deaths and severe injuries, try to license them and there would be an outcry. ... I have to agree that certain species could perhaps have more control and yes if you are taking on this commitment you should be able to meet those requirements.
And err I was being a bit lighthearted admittedly earleir but I got told off for using the word S*** (cant even write it here) but you got away with arse !!!! bizarre !
