Can I have too much filter?

My daughter is getting ready to get some baby RESs (3). She'll keep them in the plastic lagoon for a while, but I'm setting up the large tank in the mean time. I have a 40g long and I'm trying to choose which filter system to use. I know that the majority of the cleaning will be my responsibility and would like to reduce the amount of water changes. I've had gators and know how messy the water can get. So I'm looking at the Aquamaster Filter Model 400 or even a Fluval 404. I know I can go for less, but I'm figuring bigger is better and money well spent. Is this wrong?
