I had the same problem with a Malaysian Box Turtle once. His airways were swollen and partially blocked with muscuos making it hard for him to release air from his lungs when he dove. Kept him floating like a cork. Treatmernt with the appropriate antibiotics resolved the problem. I suggest a visit to the vet is in order.
