Eastern muds do stay quite small, although females can reach 5" carapace length. In my opinion, no turtle should have to live in a 10 gal tank. A 20 gal long is a minimum recommended size for small aquatics. Here's some mud info for you:
Mud turtles are relatively small turtles. Easterns and Striped reach only about 5 inches, and Sonoran, Yellow and Big Bend mud turtles can reach 7 inches. Males tend to stay smaller.
Mud turtles have webbed feet and are primarily aquatic. Many prefer to feed in water but can feed on land. They are known to eat algea and aquatic plants, but are primarily carnivorous. Snails, insects, small clams, crayfish, fish and carrion all have a place in the diet. (Canned cat or dog food could occasionally replace the carrion in a captive diet.)
