snake neglect

i was wondering if anyone could help me here. i have a friend who left her husband because of abuse. they have about 63 snakes none of which he is taking care of since she couldnt take them when she left. but anyways ahe has contacted her local shelter for help and they went out gave him 2 weeks to take the snakes to the vet since some were sick and a few dead. it has now been 3 weeks and they never returned. my fiancee and i tried to call them because we think this is totally absurd and they hung up on him twice. we need some help as to what to do next. this is wrong. those poor snakes are dying and nobody cares. PLEASE help!!! thanks
