Chad,
mine do that both big and small.
In the morning when they first come out they find a nice sunny spot in the yard and sunbathe.
They stretch their legs out behind and infront.
The largest sulcata will sleep with her head lying on one of her front legs, very cute.
Sometimes they lift the front legs up in the air too.
As long as you have a heat gradient and the little tort can move into a cooler area I wouldn't worry.
Just one of the cute things sulcatas do, enjoy!
